If there is fire or smoke, get everyone out and call 911 first. Don't try to fight an electrical fire with water. Everything below is for situations where there's no active fire.
If you smell burning, see sparks, or an outlet or switch is hot to the touch, switch off the breaker for that circuit. If you're not sure which one it is, or the panel itself is hot, buzzing, or wet, switch off the main breaker, but only if you can reach it without standing in water.
Don't touch anything that might be energized, including appliances that shocked someone, wiring exposed by a storm, or anything near standing water. Keep children and pets away from the area.
If power is out to part of the house but your neighbors have power, you may have a failed breaker, a loose connection in the panel, or a problem with the service. Don't keep resetting a breaker that trips immediately; that's a sign of a fault that needs to be found.
